The district is taking a multi-level approach to fiscal responsibility and reducing costs for taxpayers, which include: 1. Reducing square footage and maintaining what is absolutely necessary of the recommended site plan. Compared to new construction of other area schools of similar or smaller size, the proposed plan is smaller by 75,000 square feet. 2. Contributing $2.5 million to the cost of the project through a Construction and Renovation Fund and $10 million through Certificate of Participation loans. 3. Looking to collaborate with organizations and individuals who may have an interest in supporting our project to offset the overall costs to taxpayers. 4.Over the past 24 months, the district implemented several cost-saving measures, including the absorption of six positions through staff attrition—spanning administrative, teaching, and classified staff roles. Staffing needs will be carefully evaluated if the project moves forward, ensuring cost-effectiveness without compromising education. 5.Continuing to explore and apply for grants to offset costs

Shout out to our Maintenance Team and Mr. Rooter of Mansfield for their quick work managing a sewage back up! At the end of last month, a manhole was completely packed full of sludge due to a sewage backup that Mr. Rooter of Mansfield helped the Loudonville-Perrysville Maintenance Team resolve. The sewer lines at LHS—original to the building—had deteriorated and created blockages, resulting in sewage back-up in one of the buildings at LHS. The district maintenance team, in collaboration with Mr. Rooter, worked hard to unclog the lines and get things properly running again.

Over the last two years, the district has spent approximately $322,000 on plumbing repairs and approximately $535,000 annually on average maintenance costs.

The Facilities Task Force explored numerous options, including renovation. However, the cost to bring current buildings up to code is estimated at $60,182,976, excluding potential unforeseen expenses commonly associated with renovating older facilities. Renovations would also involve significant abatement costs and the need to account for rising construction expenses in 2025. Furthermore, the state would likely reduce its funding contribution if the district pursued renovations over a new, consolidated PreK-12 facility. By comparison, constructing a new building is estimated to cost $69,204,575, with the state contributing 29%. Additional considerations, such as the cost of installing modern HVAC systems in existing buildings, would also need to be considered in the cost of renovation.

Under the Classroom Facilities Assistance Program (CFAP), assistance “is based on the assessed property valuation per student. That property wealth factor determines the state and local share of the facilities project. CFAP takes a comprehensive approach with local districts by addressing the entire facility needs of a district from kindergarten through 12th grade (OFCC)." This means that the higher the property value in a community, the lower the percentage of state funding and vice versa. Because of the recent increase in property values in our county, including increases in Current Agricultural Use Value (CAUV), the percentage of state funding from the OFCC has been reduced. You can see the reduction of state funding over time: • March 2004 - State share 50% - Bond issue amount: $19,250,000 - Term 28 years • May 2010 - State share 40% - Bond issue amount: $22,606,841 - Term 38 years • November 2024 - State share 29% - Bond issue amount $55,536,493 - Term 37 years. • May 2025 - State share 29%, District Contribution (with COPS) 12% • Bond issue amount $37 million - Term 37 years. • Income tax amount $4 million - Term 23 years.
